Buy anniversary packs at retail first

Start with the pack-focused anniversary buy. According to PHD Games, the 30th Celebration lineup report says the Booster Bundle launching October 2 holds six booster packs with no promo. That makes it the choice when you want packs, not display extras.

For a small budget, Geeks and Gamers notes the October 2 Mini Tin holds two packs plus a sticker sheet and art card at $9.99. OTIA lists the Knock Out Collection at the same $9.99 entry point with an Eevee foil, coin and two packs. Move up to the $59.99 Pokemon Center Elite Trainer Box with 11 packs only if you skipped the smaller items.

Reserve one Delta Reign preorder

The Delta Reign Elite Trainer Box lists at $49.99 MSRP, but PureGrail finds its Delta Reign preorder review puts the cheapest realistic preorder near $59.99. That is about 20% over MSRP with no price history yet. Budget the $60, not the $50, and treat anything higher as a pass.

That cap matters because the set is large. Pokemon.com said in August the November 6 set tops 135 cards, with over 20 Trainer cards and over 35 special-illustration cards led by Mega Rayquaza ex. Collectors chasing Mega Golurk, Malamar and Golisopod ex should fund singles later, not a second marked-up box now.

Skip resale markups and wait for restock

At those levels buyers pay double or more over MSRP. Prioritize MSRP and restock over markup. Do not pay $46-$71 for a $9.99 tin when restocks can fill the same packs at retail.
