Pack-complete means one of each card pulled from that set's packs. Master adds every parallel version printed for pack cards. Master-plus-promos also adds promo cards tied to the set.

Why do promos have their own numbers?
The Pokemon Company International lists Scarlet and Violet Promo Cards as a separate SVP series from main expansions such as Scarlet and Violet base in the official SVP series listing. That separate numbering is why many binders treat promos as their own set.
Black Star promos form era-based numbered sets. Dicebreaker reports that SVP began January 1, 2023 after earlier SWSH, SM, XY, BW, HGSS, DP, Nintendo, and Wizards runs. TheGamer puts the SVP population at about 196 cards for 2023-2025, separate from normal expansion counts.
Should set-branded promos stay with the set?
Practice splits here. Many collectors include every product promo branded with a set name in that master set. Others file Black Star Promos as their own binder because of their separate bottom-corner numbering.
